ACTAR is the Accreditation Commission for Traffic Accident Reconstruction that is nationally recognized as the standard for crash reconstruction experts.  To become accredited requires acceptance of an applicant based on experience and training, followed by a two-part test of crash theory and practical.  As of 2021, only 14 people in Virg

ACTAR is the Accreditation Commission for Traffic Accident Reconstruction that is nationally recognized as the standard for crash reconstruction experts.  To become accredited requires acceptance of an applicant based on experience and training, followed by a two-part test of crash theory and practical.  As of 2021, only 14 people in Virginia have attained such accreditation.  Mark Banks is the only expert with this accreditation west of Lynchburg, VA.  ACTAR #3857.

Services Offered

CDR Imaging Services - $600 Flat Fee

Standard CDR imaging includes connecting via OBD II port and retrieving data.  Includes supplemental powering and/or back powering.  If there is extensive damage to the power systems of the vehicle, a direct to module (D2M) connection may be required.  This will incur an extra fee of $150 and possibly a delay in retrieval to obtain the necessary cable.  Specialty cable will be billed at additional cost  No analysis provided.  Original .cdrx file and .pdf file will be sent via email.

CDR Analysis - $200/hour

Includes full analysis of entire CDR report plus estimation of other vehicles speed based on available data.  Ranges will be given on available information; more specific information yields closer ranges.  

Basic Crash Analysis - $200/hour, 3 hour minimum

Basic crash reconstruction analysis or checks of reports.  Basic includes speed from skid, speed from yaw, or basic time-distance equations.  

Advanced Crash Analysis - $350/hour, 3 hours minimum

Advanced crash reconstruction analysis includes momentum analysis, rollovers, flips, falls, and vaults.  Pedestrian, bicycle, motorcycle, and CMV can be included in this category, but may be subject to additional fees below.

Expert Witness Fees - $400/hour, 4 hour minimum

Includes all testimony time for depositions, courtroom testimony, and/or evidentiary hearings.  Includes all stand-by time, meetings, breaks, recesses, and any other waiting time.  Fee required in advance as a retainer and 50% cancellation fee will be charged if cancellation or postponement  occurs less than 3 days from scheduled appearance.

Additional Fees

Travel is done by personal auto.  Mileage rate is $0.75/mile, calculated round trip from 912 Hardy Rd., Vinton, VA 24179.  Mileage rate waived in the counties of Roanoke, Bedford, Botetourt, and Franklin.  Travel time is $100/hour, calculated round trip from 912 Hardy Rd., Vinton, VA 24179.  Travel time is waived in the counties of Roanoke, Bedford, Botetourt, Montgomery, Franklin, and Rockbridge.  Travel fees such as airfare, hotel, rental vehicles, parking, tolls, etc. will be billed at actual cost.  


Additional fees may apply for specialty cables, specialty services, or additional personnel.  All fees will be discussed and agreed upon up front.    


Invoices will be submitted upon completion of work and are due in full upon receipt.
